The situation is this: with the penny's demise in late 2025, businesses need a clear way to handle cash payments. Representative April Berg (D-Mill Creek) has stepped up with House Bill 2334 to address this issue. The federal government hasn't offered any solutions, leaving states and businesses in a bind.
Representative Berg explains that the bill aims to provide clarity. Without clear rules, cash-only businesses have struggled with rounding, leading to potential confusion and errors. HB 2334 seeks to fix this by establishing clear state-level guidelines.
So, how would it work? The bill proposes a system of asymmetrical rounding, specifically rounding to the nearest nickel:
- If the total ends in 1 or 2 cents, round down to 0.
- If the total ends in 3, 4, 6, or 7 cents, round to 5.
- If the total ends in 8 or 9 cents, round up to 10.
This approach is designed to be fair to both consumers and businesses. It's important to note that electronic payments like credit and debit cards would be unaffected.
Furthermore, the bill directs state departments to create clear rules for transactions that combine cash with other payment methods. This is meant to ensure consistency and clarity for business owners.
Representative Berg believes that by codifying rounding in state law, the state can prevent confusion, reduce errors in small transactions, and help businesses adapt smoothly.
But here's where it gets controversial... What about the impact on low-income individuals who rely on exact change to budget? Does this system inadvertently disadvantage them?
The bill is scheduled to be considered on the Capitol floor in Olympia on January 12, 2026, as the legislative session begins.
